The extension of the “Return Program”

Through Council of Ministers Resolution no. 60/2019, of March 28, and in order to meet the labor needs currently being felt in some sectors of the Portuguese economy, as well as to strengthen job creation, the payment of social security contributions, investment and the fight against demographic aging, the Regressar Program was approved, as a strategic program to support the return to Portugal of workers who have emigrated, or their descendants.


This program is regulated by Ministerial Order no. 214/2019, of July 5, and initially had a deadline of December 31, 2019 [corresponding to the term of office of the Contact Point for the Return of Emigrants (PCRE)]. - see no. 12 of Council of Ministers Resolution no. 60/2019.


Subsequently, through Council of Ministers Resolution no. 124/2020, of December 31, it was determined that the deadline for this Program would be the end of 2023, amending paragraph 12 of the aforementioned Council of Ministers Resolution no. 60/2019.



As a result,


On November 17, 2023, the term of the aforementioned Regressar Program was extended until December 31, 2026, again amending paragraph 12 of the aforementioned Council of Ministers Resolution no. 60/2019, through Council of Ministers Resolution no. 148/2023, of November 17.
